Planning Support and Staging
Detailed planning is key to underpinning the successful delivery of OLE projects. There are often multiple interdependencies across other rail disciplines and internal and external stakeholders. Developing and managing a programme to an appropriate level of detail enables the management of the associated risks and opportunities. ESL have a range of people who have extensive experience in all aspects of building OLE infrastructure, from conceptual design and feasibility studies through to commissioning, hand back and maintenance. In-depth knowledge of how the infrastructure can be built allows staged design, installation and commissioning, often a key requirement where existing infrastructure forms an interface with new. Our planning team can develop programmes in P6 or MS Project and can draw on the relevant resources within the business where required to support from a construction, design and commissioning viewpoint.
Tendering and Budget Development
Our staff have been involved in more than 300 OLE tenders in the last 10 years, across a range of schemes in size and value. This includes bid management, preparing cost loaded resource plans and programmes for design and construction, preparing tender submission documents and detailed methodologies, risk and opportunities registers and commercial reviews of scope and terms and conditions. This has included fixed price, target cost and re-measurable contracts as well as Alliance agreements. We have also participated in a number of behavioral workshops and collaborative working assessments. We are able to support your business from the pre-qualification stage all the way through to contract negotiations.
Commercial Management Support
Our detailed knowledge of the technical aspects of rail infrastructure design and build works, combined with significant experience in the negotiation and administration of a range of contract types puts us in a strong position to provide commercial support to your project. In particular we are able to support with the identification and evaluation of change control in relation to complex scope and programme changes, and can provide forensic analysis of the impact of such items.
